Abstract
Suggests that the needs of the gifted are not being met effectively in all 50 states and argues that efforts should be made at the national, state, and local levels to insure that all states have provisions for the gifted. Three areas need to be addressed—areas of giftedness to be served, teacher certification or endorsement, and in-service for the classroom teacher.
