The purpose of this study was to examine the temperament characteristics that may affect teachers' appraisals of student aptitudes and their referral for gifted programs. Classroom teachers were asked to complete a modified version of the School-Age Temperament Inventory (McLowry, 1993) on three groups of elementary school students. These groups were: (a) economically disadvantaged gifted children who had been identified through a multiple-criteria evaluation process, (b) students who had been identified as gifted by traditional means (standardized test scores), and (c) students who had been nominated for gifted program screening by their classroom teachers. The teacher ratings of temperament factors were compared. There were no significant differences between the groups on teacher ratings of activity level or approach/withdrawal behavior. However, there were significant differences between the groups on ratings of task persistence and negative reactivity. The economically disadvantaged students were rated as less task persistent than either of the other two groups, and they were rated as more negative in mood than the students who had been nominated by their teachers for gifted program screening. Two open-ended questions added to the temperament inventory allowed teachers to describe the temperament factors they associated with giftedness. The two factors selected most often were task persistence and negative reactivity, the ones on which economically disadvantaged gifted students differed most from students in the other two groups. It was concluded that perceived differences in noncognitive behavior do influence teachers' recognition of gifted abilities in students from economically disadvantaged backgrounds. There are strong indications that staff development to improve teachers' skills in recognizing attributes of giftedness in atypical populations should include instruction on the potential biasing effects of temperament factors. This chapter briefly discusses programming options for the primary grades, intermediate grades, and upper grades. Adopting a talent development framework for gifted education services in schools requires significant shifts in perspective and practice, but these are shifts that many administrators find appealing and that communities will support. A talent development approach expands the traditional concept of a gifted education program. Gifted education programs that emphasize domains of talent instead of a notion of global giftedness are easily understood and embraced, not only by other education professionals, but also by the public, which can lead to expanded parental, legislative, and corporate support for services for gifted students. With this support from important stakeholders, parents of gifted learners and K–12 educators are able to address a wide variety of challenges that impede school districts from providing appropriate services across all grade levels on a day-to-day basis for students with gifts and talents. This reprinted article originally appeared in Research Monograph No 95210, 1995, Storrs University of Connecticut, The National Research Center on the Gifted and Talented. The purpose of this paper is to explore a different perspective for observing and assessing characteristics of giftedness in minority, limited proficiency in the English language and economically disadvantaged student populations. First, a summary of what we know about the attributes of gifted and high achieving students from minority or economically disadvantaged families and areas is presented. Second, a proposal for focusing on core attributes that underlie the giftedness construct as a more viable basis for observing and identifying giftedness in minority or economically disadvantaged student groups is presented. A description of how a set of core attributes of giftedness was derived is also provided. Finally, implications for using these core attributes as the basis for a paradigm that better addresses the identification and education of gifted students from underrepresented populations are presented.
