Definitions about giftedness and talent involving motivation as a significant variable either in the genesis of giftedness or in the development of intellectual talent are analyzed. An analysis on the influence of motivation in successful achievers, underachievers, as well as in the social emotional development of the gifted is presented. An update view of the goals achieved by Peru as a country, as well as the actual challenges that faces Peru in the development of giftedness and talent in multicultural and poverty conditions, at the conceptualization, identification, and program levels are presented. Moreover, an economic and viable project of advocacy on the development of giftedness in Peru within the regular educational system along Elementary, Secondary and College level is presented. Finally, conclusions and recommendations for the development of state policies in order to promote giftedness in Peru are presented. The aim of this chapter is to provide a different perspective on talent development, based on the ethnic-linguistic diversity of the understudied Andean countries. The current status of gifted education and talent development in the population living under highly vulnerable conditions of Andean society will be explored, under the frame of a comprehensive analysis about the needs of the gifted children in Latin America. Multicultural diversity in the Andean societies may easily lead to polarization due to the poverty conditions in which the majority lives. In order to make a significant contribution, a developmental, cross-cultural, inclusive approach is critical to conceptualize gifted education, and to explain talent development in this part of the world. Studies about the identification and differentiation programs for the gifted are analyzed, and the status of young scholars coming from low socio-economic and ethnic minority groups will be discussed. Results of on-going studies about variables related to gifted performance will be included. Plus, the challenges of gifted education in Latin America that underline the advocacy efforts to serve the indigenous population with equity will be presented. The design of educative programs created to develop the middle school students´ skills is a recurrent subject in educative literature. The aim of this article is to find evidences that support an enrichment program oriented to improve motivation and engagement in gifted students. The sample of sixty students (10-12 years old) was taken from a Peruvian middle school. The instrument used in this study were the School Attitude Assessment Survey-Revised (SAAS-R) (Siegle y McCoach, 2005) to measure motivation and a rubric revised by experts to measure engagement. There is considerable diversity among South American countries in relation to regulations and procedures for identifying and developing giftedness in children and adolescents. The experiences of three South American countries (Brazil, Peru, and Uruguay) are described to illustrate the variety of approaches. Although these countries do not share the same cultural or linguistic backgrounds, there are commonalities among them regarding the development of gifted children and adolescents. Despite federal and state regulations regarding education for high-ability and gifted children, educators still face many challenges when implementing these laws, including myths regarding giftedness in the general population. Resources provided to public education in these countries are scarce, however several programs are being offered to improve motivation and excellence among gifted children and adolescents. The role of professional associations and research on giftedness is considered of vital importance to increase public awareness of the social and educational needs of this special population.
